larger report which contains the EIR as a requirement for state and federal funds . Page 1-6 (pdf page 11) shows total project is 2.5 million cu yards and further explains that the first part which is what is done now is only 1.1 million yards.

Below is the EIR used as a focused report which describes the export of mass material for use to elevate several solar farm builds. In this report it farther describes the environmental impact. Not all one million cu yards was sent to these solar farms.
